Dear Minister,

Democracy on the Brink, a seminal report published on the 27th April 2026, examines the impact of Project 2025 in the USA.

It sets out why the UK is vulnerable to Project 2029 (a UK version of Project 2025), and faces a significant risk of an authoritarian government winning power and using it to dismantle key parts of the country’s democratic infrastructure and social contract.

To counter this threat, the report proposes ‘three lines of defence’ to block abuses of power. These lines of defence would constitute: tougher rules inside government, stronger oversight from Parliament and watchdogs, and courts with beefed-up authority to step in when ministers overreach.

It also sets out concrete measures the government could implement to strengthen our constitutional settlement in advance of the next General Election.

In response to this report, we urge you to:

• Request a rapid risk assessment to verify that the report’s analysis is correct and fully understood by policy-makers

• Build political consensus amongst the UK’s political parties to create a united front for action

• Set up a senior cross-disciplinary team to refine the report’s recommended actions and plan their implementation

• Define and implement tougher controls on dark money, set up independent commissions on voting and on media regulation

• Develop and implement a powerful communications strategy to highlight the risks associated with Project 2029 and to win the narrative war.

Now is the time to act. Delay isn’t an option.
