House of Lords (Alternative Second Chamber) Bill

Dear Peer,

The Government has so far failed to start the consultation into the future of the House of Lords that it committed to in its election manifesto.

The public are firmly in favour of House of Lords reform. 7 in 10 people support an elected or partly-elected second chamber. 

The House of Lords (Alternative Second Chamber) Bill, proposed by Baroness Smith of Llanfaes, offers an opportunity to get the consultation started. The Bill would establish a framework for the Secretary of State to consult stakeholders on the replacement of the House of Lords with an alternative second chamber. 

Its Second Reading will take place on 23 October 2026, and the speakers’ list for the debate is now open.
